New WSIB Policy: TEA transition to the Rate Framework

The WSIB has finalized and posted the Temporary Employer Agencies Transition to the Rate Framework policy. This policy outlines the unique transition rules that apply to temporary employment agencies (TEAs) to help ensure they transition smoothly to the new model in 2020. Key elements of the policy include:

TEA’s pre-2020 experience related to supply of worker business activities will generally not transfer to the new model.
Starting in 2020, TEAs will be assigned the class average premium rate for each of their supply of worker operations (e.g., supply of workers to Class A, NAICS code 561320 etc.) until they gain sufficient experience post January 1, 2020 to become eligible for a risk adjusted rate.

These rules were designed to account for the significant change to how TEAs are classified in the new model as well as to meet the objective of generally aligning the premium rates of TEAs and their client employers.

To help explain the new policy, ACSESS and the WSIB will host a webinar for ACSESS members only on Tuesday, June 18, 2019 from 10 a.m. – 11 a.m. In addition to the new transition policy, the webinar will also review the new model and how TEAs will be classified, and there will be an opportunity for your members to ask questions.
